There is a message from Howard, my brother, was a plan to develop younger culture in the cities of Big Gulf. Trying to make the cities' young dwellers happy, by letting the workers have more choices of jobs; and the small business vendors have more choices of business opportunities; and the cities become more cozy to live.
Firstly, I will suggest to all the regional governments to provide a one step business license application procedure. Standardize the food and fire safety. And provide a non city business district, that is, low rental and plenty of residents neighbourhood, (this is important factors for new businesses to succeed: 1. have plenty of labour force, 2. and plenty of customers). The back streets lane ways are the best choice.
But beware of rats problem.
Remember one thing: A city was formed by a market.
Small businesses can help re-distribution of income; is a method to reduce poverty.
