A Dream Life - 33 Soccer Match

Mr. Long, Fog Long is my friend and business partner, he is my retailer in Mainland China. I sell the best environmental friendly paint to him. Though my paint imported from Australia, Germany, Japan, Canada, import duty makes the paint more expensive than the domestic produced paint, my products are baby safe.
His father bought a big piece of land in Nansha at Guangxi, however Long papa did not finish developing, died of cancer. Fog asked me,  "What should we do to continue Nansha's development?"
I have an idea, but he must give this development proposal to the Central Government apply for permission.
My development proposal as following,
To build an International piers, for Cruise terminal, and Hydrofoil ships use. That can solve the inland traffic inconvenience. And to construct 10 international standard soccer game stadiums. With hotels and hostels for the soccer players and audiences.
Soccer games are an open competition for awards, any professional football team can enter the competition. Any winner of the soccer match will be awarded with cash prize. It is an attractive reason to come playing soccer in Nansha.
However it is a big problem of Nansha is not a free port as if Hong Kong. There are many administrative problems needed to deal with, I believe Fog can find my brother Howard to help dealing with this.
