A dream life - 22 island resort

Saturday afternoon, sunny and cool breeze, it is the best day for sailing. Joshua and I sailing the speed boat to Po Toi Island, a south-eastern outer island of Hong Kong.
The purpose of sailing to this island is for an inspection of developing resort for yachts' tourists.
This island has no electricity supply, no drainage system, no clean water supply. It is a desert island.
However the land price is very attractive for foreign investors.
Though, yacht has its own sea water distilling machine, and it has its electricity generator, and drainage pipe, the dock is too close to the shore; to avoid pollution, installing a sewage treatment system.
I need to draft a plan of this floating hotel rooms and private docks. Applying to the government for a business license. However the Environmental Assessment Report may not be too optimistic.
However this is a starting point of having the island's inhabitants an economic development.
I shall buy a piece of land to operate my fish farm, supplying the fresh and expensive seafood for the tourists in my restaurant.
I will test my invention: An underwater rubber made  (propeller or  pot wheel or fan) electricity generator to supply electricity and pumping deep sea water for my fishes in the pool.
However, the next thing I can think of is security, the very rich yacht tourists are always the targets of robbery.
I have to arrange police, may be paying for special security services to protect the guests.
Anyway, to get it started must apply for a business license for the hotel.
There is a new business idea comes to my mind, I want to operate a groceries store beside my restaurant.
While Joshua and I having lunch at a seafood restaurant, the owner of the restaurant says to us, "We do not need groceries store. We want fresh pork, chicken, beef, and freshly grinding coffee."
